Chief Executive Officer
Dr. Whittaker’s professional and educational experiences demonstrate a strong commitment to health care, quality improvement, education, research, and our global community. Her academic experience includes a Bachelor and Master of Science in Nursing from Virginia Commonwealth University, Master’s in Public Health (MPH) with a specialization in health policy and management from Johns Hopkins University where she also completed an internship in the Office of Senator John D. Rockefeller IV. She obtained her Doctorate in Nursing Practice from Yale University and is an alumnus of CDC/ANCC Fellowship program in Atlanta, Georgia.
In addition, Dr. Whittaker has completed post master’s certificates as a Family Nurse Practitioner (board certified) from University of North Carolina, Chapel Hill, and Nurse Midwifery (Board Certified) from Georgetown University, Washington DC.
Clinically, her experiences include working as a Family Nurse Practitioner with the Baltimore City Health Department, and University of North Carolina-PN . Currently she works in Washington DC with the Department of Health. In March 2020, Laura was detailed to the Center for Policy, Planning & Evaluation as part of Washington DC's COVID Response Team.
Globally, Laura completed a 5 year appointment with Peace Corps serving in various roles at the Office of Health Services headquartered in Washington, D.C. Her duties included managing and coordinating complex health care needs and providing case management services for Volunteers living and serving abroad. In this capacity, she conducted quality assessments of health facilities globally and served as a health care provider during the evacuations of Peace Corps Volunteers from various countries. In addition, Laura was detailed to the Department of State medical team to assess the health services provided to contractors in Iraq.
MBA, Chief Operating Officer
Mr. Whittaker has over 35 years of international business development and quality management experience in both the private and public sectors. His areas of expertise include international organizational management, financial leadership, change management, marketing, quality management standards development.
After serving as an officer in the Air Force, Don rose through the management ranks of Miller Brewing Company and Caraustar Industries, serving as the Global Director of Quality while leading the company’s successful ISO certification process.
Don was also employed with the American Petroleum Institute, serving over the Quality and Certification Programs within API’s Global Industry Services Division. In this role he oversaw the licensing and certification of over 7000 companies globally. Mr. Whittaker was responsible for organizing international conferences and has been a guest speaker in over 20 countries. While at API, Mr. Whittaker also managed the Corporate Affairs Division, overseeing activities in the areas of accounting, finance, and risk management.
Don is currently CEO of QS Development and works with DC Government in the area of employment services. Previously he served as the Director of Workforce Development for North Carolina overseeing the Raleigh, Wake County and Johnston County’s Workforce Centers.
He holds an MBA from Averett University in Virginia as well as a BS in Economics and Sociology from Virginia Tech. He has completed a certificate in Non-Profit Management from Duke University, and he proudly serves as Vice Chair on the Board of Directors of the US Ugandan Orphans Educational Fund ( UUOEF).
BSN, US-RN, PH-RN, Director of Clinical Education and Development
Angelina Tolarba is a registered nurse and has been working in various healthcare facilities for over 30 years in the United States, Saudi Arabia, and the Philippines. She has diverse experiences in hospital, rehabilitation, and long-term care settings. She graduated with a Bachelor of Science in Nursing in the Philippines and worked as an Operating Room nurse for 10 years. To further enhance both professional and personal skills, she pursued her nursing career as an internationally educated nurse in the United States of America. As the Director of Clinical Education and Development, she is responsible for a range of critical duties and responsibilities: including:
1. Developing and implementing educational strategies and programs to enhance clinical excellence.
2. Collaborating with various departments to design and deliver effective training programs for clinical staff.
3. Ensuring compliance with all relevant healthcare regulations and standards in educational programs.
4. Overseeing the assessment and evaluation of clinical staff performance and educational outcomes.
5. Playing a key role in fostering a culture of continuous learning and professional development within the organization.
Chief Technology Officer
Mr. Davidson is a cross functional analyst with extensive experience in qualitative and quantitative research. He has over 10 years experience in database management and has worked for boutique recruiters, trade organizations, and major financial services companies. Patrick has expertise in maintaining databases and utilizing them to assess situations, identify critical issues, and gain the best possible results for companies and their clients. In addition, he has developed working relationships with individuals and organizations across different cultural backgrounds.
